The new rules of origin are the outcome of the EC’s proposal to modernize the PEM Convention in November 2019.

As an alternative solution and awaiting the adoption by all Members, the European Commission (EC) adopted a series of proposals to already bilaterally and transitionally apply the modernized rules of origin in the PEM region.
